Major points of discussion for IT Decision-makers include Stimulus Funding, IT budget prioritization, broadband, and modernizing infrastructure.

Based on a 2009 survey: With 56 Govt. IT Decision-makers, 66 percent expected their IT budgets to stay the same, while only 23% expected it to increase from 2008 to 2009. However, if you look at 1H 2009 compared to 2H 2009, results showed about 80% expected budgets to stay the same. Little room for growth!

Government Telecom and IT Update

The US Government ICT market is expected to reach an estimated $159 billion by 2013 and contracts are rolling in despite the harsh times. Compass Intelligence has been keeping a close eye on the latest Government contract announcements, specifically looking at IT, Telecom, and Other Tech-Related contracts. The 2nd and 3rd quarter announcements included a number of key technologies and service focus areas including wireless, conferencing, radios, managed services, network infrastructure, and professional services.

Some of the Telecom-related Big Winners these last 2 quarters include:

  • Verizon - 6 yr $245M contract with HHS
  • Harris Corp. - $96.7M contract with the Marines and $130+ million contract with the US Army
  • AT&T Government Solutions - 8 yr $45M US Department of State contract and the $50M FEMA contract

Transparency and Accountability

The big news taking place is not just the ARRA (Stimulus Act) funding, but the move towards greater transparency and accountability. Most contractors can't even keep up with the latest FAR Regulations taking place and this creates even further restraint and challenges for the Government bidding process. New FAR regulations are being imposed that require new steps and procedures if you are a government contractor providing a certain value of services/products within a given government fiscal year. Hiring or organizing a team of 1 to 3 individuals in charge of compliance and FAR regulations might be a good move within the next 6 months to a year, especially for those top Government IT contractors.

  • American Reinvestment and Recovery Act, and/or Economic Stimulus
